While sampling is often used to measure a population, there are some instances where an entire population is still measured, with no sampling involved.  A survey of a full population is called a census.  Every 10 years in the United States, as dictated in the Constitution, a complete census is taken of the US population.  The entire population is counted, and various details are determined about them.  This information is used to determine important issues such as where Congressional representation should be, and where Federal money should be apportioned.  
          In recent years, the idea of statistical sampling has been put forward as a cost effective, and perhaps more accurate alternative to the census.  Please give tell me if you favor statistical sampling as an alternative to the census, as well as reasons why it should or should not be put into place.
